# How to Prepare Records for a GST Cancellation Show-Cause Notice Prepare records for a GST cancellation show-cause notice by identifying the precise ground, affected period and response requirement, then assembling evidence that answers that ground. Keep the notice, attachments, service evidence and current registration status together. A generic statement that the business is genuine does not answer a specific allegation about returns, premises or transactions. ## Identify the form and deadline Rule 22 provides for a cancellation show-cause notice in REG-17 and a reply in REG-18. Its response period is seven working days from service. Verify the actual service facts and notice directions promptly rather than assuming every GST notice allows thirty days. A REG-31 suspension-related intimation is a different communication under rule 21A. Read the actual form and provision before selecting the response workflow. GSTN’s current notice manual provides access through Notices and Orders and associated case details. Download the full communication, including any annexure describing the alleged ground. ## Convert the allegation into factual questions If the ground concerns nonfiling, identify the particular returns said to be pending. If it concerns a non-existent business location, identify the address and inspection facts. If it concerns invoices or credit, identify the transactions and periods. Write each question beside the notice paragraph. This prevents the team from collecting unrelated records while overlooking the fact the officer actually needs explained. Preserve ambiguous wording as written and seek clarification through the appropriate channel. Do not silently substitute a more convenient allegation or assume an unclear notice can be ignored. ## A reason-specific record matrix | Alleged ground | Evidence to organise | Review point | |---|---|---| | Return default | Filed returns, ARNs and ledger debits | What remains pending and what was completed? | | Premises issue | Occupancy documents and actual business records | Does the location evidence address the stated concern? | | Transaction anomaly | Invoice, receipt, stock and return trail | What occurred and how was it reported? | | Registration-detail issue | Original application and amendment history | Which detail was correct or changed? | Keep the statutory and factual assessment separate from merely gathering the documents. A filing screenshot can show submission while leaving a related payment or period issue unresolved. ## An illustrative filing-default response A Jalandhar supplier receives a notice listing three specific return periods as unfiled. The internal team discovers that one was filed before the notice, while two were completed afterward with relevant amounts discharged. The response file should show each period separately, its ARN, filing date, tax-head payment evidence and remaining issue, if any. It should not simply state “all returns filed” without letting the reviewer verify the listed periods. Rule 22 includes a particular route for dropping specified filing-related cancellation proceedings when pending returns and the required dues are completed. Assess the actual scope and obtain the resulting order rather than assuming that any payment automatically closes every cancellation proceeding. ## Premises evidence should explain the real situation If the concern involves the business address, assemble the relevant ownership, lease or consent basis, registration records and factual evidence of the business’s presence. Explain any relocation, renovation, shared premises or address-number change accurately. Do not create a retrospective lease or stage photographs as though they were taken during an earlier period. Current photographs can support current facts, but their date and purpose should be clear. Where a formal address amendment was required or filed, preserve its actual submission and approval history. Evidence of occupation and evidence of portal amendment are related but different records. ## Reconcile transaction allegations precisely For a questioned supply, connect the order, invoice, movement or service evidence, customer identity, payment and return reporting. State which fact each record proves. If the notice alleges credit without receipt, a bank payment alone does not establish that the goods or service were received. If the issue concerns outward reporting, a purchase register may be irrelevant unless its connection is explained. Keep unresolved or missing evidence visible. A response should not claim every transaction is fully proved merely because some supporting documents exist. ## Review affected ongoing activity Check whether registration is active, suspended or already cancelled, and identify the effective dates. The business’s invoice and dispatch instructions must reflect the actual status and applicable restrictions. Do not shift supplies to another GSTIN simply to avoid the immediate issue. The legal supplier, registration and transaction facts still govern reporting. Preserve transactions around the status change so any later restoration or order can be implemented consistently without duplicate invoicing. ## File a complete and reviewable response Use the appropriate REG-18 or other applicable case route, with a concise issue-wise explanation and indexed evidence. Confirm the authorised signatory and final submission status. Retain the exact reply, attachments, acknowledgement and any hearing directions. Saving a draft does not establish filing. If a technical problem occurs, preserve evidence and escalate promptly while protecting the deadline. ## Track the formal outcome A satisfactory reply can lead to an order dropping proceedings in REG-20; cancellation is recorded through the relevant order, generally REG-19. Preserve whichever operative document is issued. Review its effective date and consequences rather than assuming the case ended because the business submitted papers. The purpose of the preparation is a factual, timely response and a traceable outcome, with the registration and affected transactions handled on the actual record. ## Sources and references - [CBIC CGST Rules compilation as at June 2021, read with later amendments](https://cbic-gst.gov.in/pdf/01062021-CGST-Rules-2017-Part-A-Rules.pdf) - [Notification 38/2023 Central Tax: Registration and related rule amendments](https://gstcouncil.gov.in/sites/default/files/2024-05/gst-ct-38-2023.pdf) - [GSTN: View and download notices and demand orders](https://tutorial.gst.gov.in/userguide/taxpayersdashboard/View_Notices_and_Demand_Orders.htm) - [ICAI GST Acts and Rules, updated October 2025, hosted by Telangana Commercial Taxes](https://www.tgct.gov.in/tgportal/Docs/Notifications/TGST/GST%20Act%28s%29%20and%20Rule%28s%29-Bare%20Law%20%28November%2C%202025%29%20with%20cover%20page%20complete.pdf)
