Before applying CGST and SGST to a supply, confirm that the supplier location and legally determined place of supply support intra-State treatment under the IGST Act. In applicable Union territory cases, the local component can be UTGST instead of SGST. Same-State postal addresses, cash collection or a customer's request for a local bill are not sufficient on their own. Check the supply category and statutory exceptions first.

Identify the issuing registration

A business with several registrations needs the GSTIN actually making the supply. Compare the order, stock or service records and contractual establishment. Do not select the registration nearest the customer's address merely because it produces the desired local-tax result.

A common company name can conceal separate GST persons. Keep registration-specific series, addresses and ledger mappings. If a branch sends goods belonging to another registration, establish the actual supply trail before billing. An internal warehouse instruction should not silently decide which registration appears on the customer invoice.

Determine place of supply before comparing States

For goods, review movement, third-person delivery directions, installation and the specific unregistered-recipient provision where relevant. For services, screen the general domestic rule against specified categories. A service performed locally can have a different place of supply under the applicable rule, while an out-of-State customer can receive a service with a local property-based place of supply.

Record the conclusion and the evidence needed for unusual cases. Keep billing address, delivery address and place of supply separate in the master and invoice. If the three happen to be identical, that should be the supported result rather than an assumption built into every transaction.

Check the exceptions to ordinary local treatment

Supplies to or by an SEZ unit or developer are treated as inter-State under the IGST framework even where the parties are in the same State. Imports before crossing the customs frontiers also have particular statutory treatment. Review these categories before allowing a routine local-tax default.

Zero-rated qualification is a further question for an SEZ supply. The inter-State classification alone does not establish authorised-operations eligibility or a particular refund route. Keep the local-versus-inter-State decision separate from exemption, zero rating and collection mechanics so one checkbox does not stand for several unsupported conclusions.

Illustrative ordinary local sale

Assume a Gujarat supplier makes an ordinary taxable goods sale to a registered buyer, with delivery in Gujarat and no special provision changing the place-of-supply result. Taxable value is ₹42,000 and the confirmed assumed aggregate rate is 18%. CGST at 9% is ₹3,780 and SGST at 9% is ₹3,780, giving ₹49,560 total.

If staff instead use IGST at 18%, the total tax remains ₹7,560. A customer payment matching ₹49,560 will not detect the wrong tax heads. Review the component names and structured values, not just the amount collectible. Correct arithmetic cannot repair an unsupported classification of the supply.

Review unregistered customers deliberately

An unregistered buyer does not automatically make every goods sale local. Section 10(1)(ca) and CBIC Circular 209/3/2024 require the relevant address treatment to be reviewed, including differing billing and delivery addresses. Capture reliable destination information before issue.

For services to unregistered customers, the applicable domestic rule can depend on address on record or a specified service location. Do not borrow the goods rule or assume a UPI payment establishes the customer's State. Record the relevant facts and use the provision covering the actual service.

Distinguish SGST from UTGST

Not every Union territory uses UTGST for its local component. Check the jurisdiction's applicable GST law and registration details. For example, a qualifying ordinary local Chandigarh supply can involve CGST and UTGST, while Delhi's relevant local component is under its own GST legislation.

Maintain jurisdiction-specific ledger labels and codes. A system used by State and Union territory registrations should not rename every local component globally. Compare the invoice, customer statement and reporting data so they use the same approved tax heads rather than a generic “local GST” label that obscures the component.

Verify reverse charge and document status separately

A supply's local character does not establish who pays tax. Review reverse-charge applicability, supplier status and the appropriate document. A composition taxpayer, an exempt supply and an ordinary taxable forward-charge sale can require different documents even where all parties are nearby.

Do not convert a tax invoice into a bill of supply merely because the supplier does not collect tax in a particular arrangement. Check the relevant statutory indication and document requirements. Keep the customer-facing wording consistent with the actual treatment rather than describing every no-collection transaction as exempt.

Keep registration questions separate from the local-tax comparison. Identifying a place of supply in a State does not, by itself, answer every question about the supplier's registration obligations there. Record the actual establishment and activities for that review. Billing staff should use an approved supplying registration rather than create a local tax result by substituting a different office address.

Use a focused pre-issue review

Confirm the supplying GSTIN, place-of-supply basis, relevant State or territory, statutory exceptions, rate and component mapping. Test a newly configured item with an ordinary local example and a different-State example. Include discounts and charges so the entire taxable base follows the approved heads.

If a local invoice was issued with the wrong components, preserve the original and review accounting, reporting and tax-payment consequences together. Changing a PDF label alone does not move tax already recorded or paid. A reliable local-tax setup comes from a supported location decision carried consistently through every record.
